1. Scope

These procedures govern the handling, transfer, storage and observation of BW-X. They do not describe what BW-X is. Personnel requiring that information should consult BWL-RX-001, which is classified at a level above this document and is not known to have been written.

2. Authorization

  • Level 4 — may be informed that BW-X exists.
  • Level 5 — may be informed of its location, but not while in that location.
  • Level 6 — may handle BW-X under supervision by a Level 7.
  • Level 7 — not currently held by any person of record. See BWL-P-0038.

Level 6 handling therefore requires supervision that cannot presently be provided. Compliance has confirmed that this does not constitute a suspension of the procedure, only of its execution.

3. Chain of custody

Every transfer requires a signed Form RX-12 from both parties. The receiving party countersigns on receipt; the releasing party countersigns on confirmation of receipt. Confirmation of receipt is issued by the receiving party. In the event of a dispute, the form is examined by [REDACTED], whose determination is final and is not communicated.

Forms are retained for the life of the material. The life of the material has not been established.

4. Containment

BW-X is maintained under [REDACTED] at all times. The containment arrangement is inspected on a schedule that is itself classified, with the result that inspections cannot be anticipated by staff, by BW-X, or by the inspectors.

Containment integrity is assessed by observing whether containment has failed. No positive indicator of integrity exists.

5. Observation

  • BW-X may be observed by no more than two authorized persons simultaneously.
  • Observation is logged. The log does not record what was observed.
  • An observer who cannot describe what they observed has complied.
  • An observer who can describe what they observed should report to [REDACTED] before doing so.

6. Incident reporting

Any event involving BW-X is reported within one hour to the Custodian (BWL-P-0038, redacted). If the Custodian cannot be reached, the event is reported to Compliance, which will record it and forward it to the Custodian.

7. Prohibitions

  • BW-X shall not be transported through occupied corridors on a Tuesday.
  • BW-X shall not be weighed. Previous weights are retained and disagree.
  • BW-X shall not be referred to by any designation other than BW-X, including designations previously approved.
  • BW-X shall not be brought within [REDACTED] of the Incident Archive.
  • Photography is prohibited. Existing photographs are retained and are not viewable.

8. Review

These procedures are reviewed at each revision. Revision 11.6 amends §7 to add the fourth prohibition. The circumstances prompting the amendment are recorded in the review file, which is classified at Tier 4 and is this document.

BW-X is fictional. This document contains no chemical, biological, hazardous-material or weapons information of any kind, and describes no real substance, procedure or facility. It is a joke about restriction.
